Background of the study:
State-level trade policies are crafted to stimulate local market development by facilitating business activities, reducing trade barriers, and enhancing market access. In Kano State, various policy initiatives implemented between 2000 and 2020 have aimed to support small and medium enterprises, promote local products, and integrate regional markets. These policies focus on providing fiscal incentives, streamlining customs procedures, and improving infrastructure, thereby encouraging entrepreneurial activities and boosting local trade. Evidence suggests that effective trade policies can spur economic growth by increasing market competition and lowering costs for local businesses (Oluwaseun, 2023). However, challenges such as bureaucratic inefficiencies, inadequate policy enforcement, and infrastructural constraints have sometimes hampered these efforts (Chinwe, 2024; Ibrahim, 2025). This study evaluates the impact of state-level trade policies on the development of local markets in Kano State, critically analyzing the relationship between policy measures and market performance to propose recommendations that can strengthen local economic development.
Statement of the problem:
Despite targeted trade policies, local market development in Kano State remains sluggish due to implementation gaps, bureaucratic delays, and infrastructural inadequacies (Oluwaseun, 2023; Chinwe, 2024). These challenges prevent local enterprises from fully benefiting from policy initiatives, thereby hindering economic growth. The study aims to investigate these barriers and suggest improvements.
